MVS and NextNet Announce Expansion of Industry's Largest NLOS Broadband Wireless Services Targeting 14 Cities Cities Cities Cities Cities

Success of Mexico City NLOS Deployment Fuels Expansion Covering
41 Million

Mexico City, MX and Minneapolis, MN USA - October 2, 2003 -- MVS Comunicaciones, Mexico's leading telecommunications provider, and NextNet Wireless, the most widely deployed provider of non line-of-sight (NLOS) plug-and-play broadband wireless access systems, announced today that they will expand broadband wireless services from Mexico City to 14 markets in the coming year. MVS and NextNet are currently delivering NLOS broadband wireless services to thousands of residential and SME (small-medium enterprise) subscribers in Mexico City, one of the most densely populated cities in the world, with over 20 million residents. The companies plan to expand coverage, commencing in Mexicali this month, and targeting 13 additional cities next year, including Guadalajara, Monterrey, Puebla, Leon, Hermosillo, San Luis Potosi, Morelia, Merida, Chihuahua, Tijuana, Toluca, and Queretaro. The MVS-NextNet market expansion is projected to cover 41 million people, doubling the current coverage in Mexico City. MVS lds the MMDS (2.5 - 2.686 GHz) spectrum covering 67 million people in Mexico.

"Based on the huge success of our NLOS commercial deployment in Mexico City, we are pleased to join with NextNet to announce aggressive market expansion plans for 2004," stated Ernesto Vargas, President of MVS Television. We began our launch of Mexicali this month, and plan to deploy 13 additional cities in the next 12 months - all with NextNet's NLOS equipment as our core network. Our vision is to build a nationwide wireless network with NextNet infrastructure, because we believe that their NLOS plug-and-play technology will continue to be the market driver for broadband wireless in the future. Our carrier-of-carriers business model now includes a total of 5 new ISPs in Mexico City, and we will continue to model all future deployments in the same way with NextNet equipment. In fact, over the next three years, our goal is to deploy NextNet's core network into an additional 57 cities," Vargas added.

"We look forward to bringing the full power of the Internet to unserved and underserved markets in Mexico," stated Guy Kelnhofer, NextNet President and CEO. "It is a great honor to expand our partnership with MVS and to be named as the foundation for their successful carrier-of-carriers model and future market expansion. MVS's aggressive growth strategy continues to validate the success of the Expedience™ platform for delivery of broadband wireless services worldwide," Kelnhofer added.

NextNet's Expedience™ NLOS broadband wireless system is an IP-based network that supports delivery of all IPcompatible broadband applications. These applications include the delivery of both voice and data services such as IP telephony and video streaming and conferencing. Expedience OFDM system products are available to address the needs of residential, SOHO, SME, and MDU markets. The Expedience system is currently deployed in cities throughout Asia, Africa, North America, Latin America, Mexico and the Caribbean. The flexible OFDM-based platform delivers consistent broadband speeds across NLOS cell radiuses of up to 30 km, using indoor, plug-and-play (self-installable) subscriber units, as well as convenient outdoor (bracket-mount) NLOS subscriber units. The Expedience base station weighs just 16 kg, and mounts easily to a pole, tower, building rooftop or standard indoor rack.
